The general purpose of an environmental assessment is to document environmental conditions and identify hazardous risks based on historic and existing conditions. Property transfer environmental assessments are conducted to provide the client with the environmental conditions and engineering features of a property prior to real estate transactions and other property transfers. MTEC investigates the following environmental conditions:

MTEC professionals specialize in environmental consulting services in asbestos, indoor air quality, lead-based paint, mold and bacteria, and other environmental consulting services. MTEC’s staff has been performing asbestos and environmental consulting services for over 15 years. MTEC staff maintain applicable U.S. Environmental Protection Agency (EPA) training and refresher training, as well as other training such as Hazardous Waste Operations (HAZWOPER) and indoor air quality certifications. MTEC has in-house capabilities in the following areas:

Phase I ESA
A Phase I Environmental Assessment consists of a detailed investigation of the environmental conditions of a property. MTEC tailors the Phase I Environmental Assessment to fit the client’s needs, while conforming to ASTM Standard E 1527-21 for Commercial Property Transactions. A typical site assessment will consist of the following investigative points:
- Historical Ownership Research
- Site Conditions Survey

Phase II ESA
If an environmental concern is identified during a Phase I Environmental Assessment, a Phase II Environmental Assessment is recommended to confirm or refute the presence of contaminants. If the presence of contaminants is confirmed, a Phase II Environmental Assessment can locate and quantify the source and the extent of the contamination. Samples of surface water, groundwater, soils or sub-surface groundwater, soils and other materials are collected and analyzed. Multiple soil borings are made, or groundwater monitoring wells are drilled to determine the extent of horizontal and vertical contamination. A Phase II Assessment will sometimes require the development of plans and specifications for asbestos/Lead Based Paint removal or underground storage tank removal.


Phase III ESA
A Phase III Environmental Assessment evaluates alternatives of remediation and establishes a project closure approach. MTEC recommends the most cost-effective remediation plan in accordance with State and Federal Government regulations. Site Remediation or Closure Plans contain final engineering plans, specifications, and contract documents for clean-up. This phase of the project also includes bidding and contract administration.
